1. Definitions
For the purposes of these Terms and Conditions, the following definitions shall apply:

2. Eligibility
2.1 Minimum Age
Access to and use of phlov3 is strictly limited to individuals who are twenty-one (21) years of age or older. This minimum age requirement is established by PAGCOR regulations governing online gambling in the Philippines. phlov3 has a zero-tolerance policy toward underage gambling. Any Account found to belong to a person under 21 years of age will be immediately and permanently suspended, all balances will be frozen pending investigation, and the matter may be reported to the appropriate regulatory authorities.
2.2 Jurisdiction
phlov3 is intended to serve players located in the Philippines. Users are solely responsible for ensuring that accessing and using phlov3 complies with the laws applicable to them in their jurisdiction. phlov3 makes no representation that the platform is legal or appropriate for use in jurisdictions outside the Philippines.
2.3 Single Account Policy
Each eligible person may register only one (1) phlov3 Account. Maintaining multiple Accounts — whether under the same identity or different identities — is a serious violation of these Terms and may result in permanent suspension of all associated Accounts and forfeiture of all balances. Users who discover they have been registered more than once must contact support immediately.
2.4 Personal Use Only
phlov3 Accounts are for the personal use of the registered Account holder only. Users may not use phlov3 on behalf of another person, share Account access with others, or allow third parties to conduct transactions using their Account. Account sharing constitutes a material breach of these Terms.
3. Account Registration and KYC
3.1 Registration Requirements
To register an Account with phlov3, Users must provide accurate, complete, and current information including a valid Philippine mobile number, a valid email address, and a date of birth. phlov3 reserves the right to decline registration applications at its discretion without providing reasons.
3.2 KYC Verification
All registered Users must complete the phlov3 Know Your Customer (KYC) verification process. KYC requires submission of a valid, unexpired Philippine government-issued photo identification document. Accepted documents include SSS ID, UMID, PhilHealth ID, Driver's License, Philippine Passport, Voter's ID, and Postal ID. Additional documents including utility bills, selfies, or source-of-funds declarations may be requested at phlov3's discretion or as required by applicable law.
3.3 Consequences of Incomplete KYC
Accounts with incomplete KYC may access the platform for limited purposes, including gameplay using deposited funds. However, withdrawals from any Account are disabled until KYC verification has been fully completed and approved. phlov3 reserves the right to place additional restrictions on unverified Accounts at any time.
3.4 Account Security
Users are solely responsible for maintaining the confidentiality of their Account credentials, including username and password. Users must notify phlov3 immediately at [email protected] if they suspect unauthorized access to their Account. phlov3 will not be liable for any losses arising from unauthorized Account access resulting from a User's failure to maintain adequate credential security.
3.5 Accuracy of Information
Users must ensure that all information provided to phlov3 is accurate and up to date. Providing false, misleading, or fraudulent information — including but not limited to age, identity, or payment details — is a material breach of these Terms and may result in immediate Account suspension and forfeiture of balances.
4. Use of Services
4.1 Platform Access
phlov3 grants registered Users a limited, non-exclusive, non-transferable, revocable license to access and use the platform solely for personal entertainment purposes, subject to compliance with these Terms. This license does not constitute a transfer of any intellectual property rights in the platform or its content.
4.2 Technical Requirements
phlov3 is a browser-based platform accessible on any modern web browser. Users are responsible for ensuring their device and internet connection meet the minimum technical requirements for platform access. phlov3 does not guarantee uninterrupted, error-free operation and shall not be liable for service interruptions beyond its reasonable control, including network outages, carrier issues, or force majeure events.
4.3 Service Availability
phlov3 aims to provide continuous availability of the platform; however, the platform may be temporarily unavailable due to scheduled maintenance, emergency maintenance, technical issues, or regulatory requirements. phlov3 will endeavor to provide advance notice of planned maintenance where practicable.
4.4 Game Outcomes
All game outcomes on phlov3 are determined by certified Random Number Generator (RNG) technology or by live dealer gameplay. All game results are final once confirmed by the platform system. phlov3 will investigate reports of potential technical errors in game outcomes, but outcomes correctly determined by the certified RNG or live dealer process are not subject to reversal based on player preference or expectations.
5. Deposits and Withdrawals
5.1 Accepted Payment Methods
phlov3 accepts deposits and processes withdrawals via GCash, Maya, BPI, BDO, UnionBank, Coins.ph, 7-Eleven Cliqq, and USDT (TRC20 network). phlov3 reserves the right to modify accepted payment methods at any time with reasonable notice. All transactions are processed in Philippine Peso (PHP) unless otherwise specified.
5.2 Minimum and Maximum Limits
The minimum deposit amount is PHP 100. The minimum withdrawal amount is PHP 200. Maximum daily deposit and withdrawal limits apply per Account and may vary based on Account verification status, payment method, and applicable regulatory requirements. phlov3 reserves the right to modify these limits.
5.3 Withdrawal Processing
Withdrawal requests are subject to security review by the phlov3 payments team. GCash and Maya withdrawals for standard amounts are typically processed within five (5) minutes during operational hours. Bank transfer withdrawals may take one (1) to three (3) business hours via InstaPay. phlov3 aims to process all withdrawal requests within the same calendar day of submission. First-time withdrawals or withdrawals above specified thresholds may be subject to additional verification and extended processing time.
5.4 AML Compliance
In compliance with Republic Act No. 9160 (Anti-Money Laundering Act) as amended, and PAGCOR Anti-Money Laundering (AML) regulations, phlov3 applies transaction monitoring to all Account activity. Large transactions, unusual transaction patterns, or transactions flagged by phlov3's AML monitoring system may be subject to additional verification requirements, temporary holds, or mandatory reporting to the Anti-Money Laundering Council (AMLC) as required by law.
5.5 Currency and Fees
phlov3 does not charge transaction fees on standard GCash, Maya, or bank deposits and withdrawals. However, third-party payment providers may apply their own fees independent of phlov3. Users are responsible for any fees charged by their financial institution or payment service provider. USDT transactions are subject to standard blockchain network fees.
5.6 Inactive Account Policy
An Account with a positive wallet balance that has had no login activity for a continuous period of twelve (12) months shall be designated as dormant. phlov3 will notify the User at the registered contact details prior to applying any dormancy management procedures. Users may reactivate a dormant Account by logging in and completing any applicable re-verification requirements.
6. Bonuses and Promotions
6.1 General Bonus Terms
All bonuses and promotional offers available on the phlov3 platform are subject to specific terms and conditions ("Bonus Terms") that are published in the Promotions section of the platform. These Bonus Terms include, but are not limited to, wagering requirements, qualifying games, minimum deposit amounts, maximum withdrawal limits on bonus-derived winnings, and expiry dates. In the event of a conflict between these Terms and any Bonus Terms, the Bonus Terms shall govern in respect of the specific promotion.
6.2 Eligibility
Bonuses are available to eligible registered phlov3 Users aged 21 and above who have completed applicable KYC requirements. phlov3 reserves the right to exclude specific Users from promotional offers at its discretion, including where promotional abuse or exploitation is suspected.
6.3 One Account Per Bonus
Promotional offers are available once per eligible Account, per household address, per device, and per IP address unless the specific Bonus Terms explicitly state otherwise. Attempting to claim a bonus more than once through any means — including creating additional Accounts — constitutes a Prohibited Activity under Section 9.
6.4 Wagering Requirements
Bonus funds and free spins are subject to wagering requirements before any associated winnings may be withdrawn. 6.5 Bonus Expiry

9. Prohibited Activities
The following activities are strictly prohibited on the phlov3 platform. Engaging in any Prohibited Activity constitutes a material breach of these Terms and may result in immediate Account suspension, permanent ban, forfeiture of all balances, and referral to appropriate law enforcement or regulatory authorities.
9.1 Identity and Age Fraud
- Providing false, forged, or misleading identity or age information during registration or KYC.
- Registering on behalf of a person under 21 years of age.
- Using another person's identity or payment credentials without their knowledge and consent.
9.2 Multiple Accounts and Bonus Abuse
- Registering or maintaining more than one Account on the phlov3 platform.
- Claiming bonuses or promotions more than once through any means, including use of multiple Accounts, device spoofing, or IP manipulation.
- Coordinating with other Users to exploit promotional terms, including through arbitrage, bonus hunting, or collusion.
9.3 Fraudulent Transactions
- Making deposits via stolen, unauthorized, or fraudulently obtained payment credentials.
- Initiating chargebacks, payment reversals, or disputes against deposits made to phlov3 without a legitimate basis.
- Attempting to circumvent phlov3's AML monitoring systems through deliberate structuring of transactions.
9.4 Technical Exploitation
- Using automated software, bots, scripts, or other tools to access or interact with the phlov3 platform in any way not authorized by these Terms.
- Attempting to gain unauthorized access to phlov3's systems, databases, or infrastructure.
- Deliberately exploiting software bugs, glitches, or technical errors to obtain an undue advantage or financial gain.
9.5 Money Laundering
- Using phlov3 as a vehicle for money laundering or any activity in violation of Republic Act No. 9160 (Anti-Money Laundering Act) and its amendments.
- Depositing funds derived from illegal activity or for the purpose of concealing the origin of funds.
9.6 Collusion and Cheating
- Colluding with other players, live dealers, or phlov3 staff to gain an unfair advantage in any game.
- Using marked cards, external devices, or any form of cheating equipment in live casino environments.
10. Intellectual Property
10.1 Ownership
All content, software, trademarks, service marks, logos, game assets, graphics, text, and other intellectual property available on the phlov3 platform are owned by phlov3 or its licensors and are protected by applicable Philippine and international intellectual property laws. The phlov3 name, logo, and brand identity are proprietary assets of the Company.
10.2 Restrictions
Users may not copy, reproduce, modify, distribute, transmit, broadcast, display, sell, license, or otherwise exploit any phlov3 content or intellectual property for any purpose without the prior written consent of phlov3. Unauthorized use of phlov3's intellectual property is a violation of these Terms and may give rise to legal claims.
10.3 User Content
By submitting any content to phlov3 — including support chat messages, feedback, or community posts — Users grant phlov3 a non-exclusive, royalty-free, worldwide license to use, reproduce, and display such content for the purposes of operating and improving the platform.
11. Limitation of Liability
11.1 Platform Availability
phlov3 provides its services on an "as is" and "as available" basis. To the fullest extent permitted by applicable Philippine law, phlov3 expressly disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, and non-infringement.
11.2 Cap on Liability
To the maximum extent permitted by law, phlov3's aggregate liability to any User in connection with any claim arising out of or related to the use of the phlov3 platform shall not exceed the amount deposited by that User in the twelve (12) months immediately preceding the event giving rise to the claim.
11.3 Excluded Losses
In no event shall phlov3 be liable for indirect, incidental, special, consequential, or punitive damages, including loss of profits, loss of data, loss of goodwill, service interruptions, or any other intangible losses, arising out of or related to the use of or inability to use the phlov3 platform, regardless of whether phlov3 has been advised of the possibility of such damages.
11.4 Third-Party Services
phlov3 is not responsible for the services, actions, or omissions of third-party payment providers, game providers, or other service providers integrated into the platform. Issues arising from third-party services should be directed to the relevant provider in the first instance, though phlov3 will endeavor to assist Users in resolving such issues where reasonably practicable.
12. Account Suspension and Termination
12.1 Suspension by phlov3
phlov3 reserves the right to suspend, restrict, or terminate any Account at any time, with or without prior notice, if phlov3 determines or reasonably suspects that: the User has violated these Terms; the User has engaged in a Prohibited Activity; the Account is associated with fraudulent, criminal, or unauthorized activity; regulatory or legal obligations require Account action; or the continued operation of the Account poses an undue risk to the platform, other Users, or third parties.
12.2 Balance Handling on Suspension
Upon Account suspension, the User's Wallet balance will be frozen pending phlov3's investigation. If the investigation concludes that no material violation occurred, any legitimate funds will be returned to the User via the User's verified payment method. If a material violation is confirmed, phlov3 reserves the right to forfeit the relevant balance and apply it against any losses, costs, or damages caused by the User's conduct.
12.3 Voluntary Account Closure
Users may request voluntary Account closure at any time by contacting phlov3 support. Prior to closure, any remaining Wallet balance above the minimum withdrawal amount will be paid out to the User's verified payment method, subject to completion of any pending wagering requirements on active bonus funds. Voluntary closure requests made as part of a self-exclusion or responsible gaming decision will be treated with priority.
13. Dispute Resolution
13.1 Initial Contact

Decisions made by phlov3 on the basis of a thorough internal review are considered final subject to any applicable regulatory review process.
13.3 Regulatory Escalation
If a User is not satisfied with the outcome of phlov3's internal dispute resolution process, the User may escalate the matter to PAGCOR through PAGCOR's prescribed complaint channels. Users in the Philippines retain all rights to seek remedies through applicable Philippine law and regulatory processes.
14. Amendments to These Terms
phlov3 reserves the right to amend, update, or replace these Terms and Conditions at any time. Material amendments will be communicated to registered Users via the registered email address and/or through a prominent notice on the phlov3 platform prior to the amendment taking effect. The effective date of the revised Terms will be updated accordingly.
Continued use of the phlov3 platform following the effective date of any amendment constitutes the User's acceptance of the revised Terms. If a User does not accept the revised Terms, the User must discontinue use of the platform and may request Account closure in accordance with Section 12.3.

15. Governing Law and Jurisdiction
These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines, including the Civil Code of the Philippines, Republic Act No. 9160 (Anti-Money Laundering Act), Republic Act No. 10175 (Cybercrime Prevention Act), and applicable PAGCOR regulations, without regard to conflict of law principles.
Any dispute, controversy, or claim arising out of or relating to these Terms that is not resolved through the dispute resolution process set out in Section 13 shall be subject to the exclusive jurisdiction of the competent courts of the Philippines.
For matters subject to PAGCOR jurisdiction, PAGCOR's regulatory authority over phlov3 and its operations is acknowledged, and Users retain the right to raise complaints with PAGCOR in accordance with PAGCOR's published complaint procedures.
These Terms constitute the entire agreement between the User and phlov3 with respect to the use of the phlov3 platform and supersede all prior agreements, representations, and understandings, whether written or oral, relating to the same subject matter.
